Burning Dual Layer disc must finalise the disc, if not it might damage the disc or drive? Anyone experience this before?

Can't damage drive. Won't physically damage disc. But would certainly reduce the compatibility of the disc (as if +R DL compat wasn't bad enough already).

Basic understanding of the problem is that when the disc is not finalized, the read head of an old device may continue to travel looking for the boundary and in doing so might damage the media, drive or both.

Not to seem stupid but since there is no contact between the media and the laser that's trying to read it, I'm not seeing how the media can be damaged.
A Properly designed drive should not be damaged by seeking when trying to read media.
IMHO
