Recently my MS ps/2 mouse has been acting VERY sensitive. It will double click too easily when just highlighting something. And when launching files it will often launch 2-3 of it. I have cleaned the mouse out, changed double click speed settings in 98 and still it happens.
Is this dumb mouse just dying or is it maybe a driver issue?

sounds like a faulty microswitch. try swapping the switches for the left and right buttons. or buy a new mouse, you can get them for less than £1 these days!

They are about 5-15.00 US here. Not too much. Whats odd is that these are hard to find locally. Most are all USB nowadays. My computer seems to hate USB stuff. Everything I plug into it it crashes instantly. Weird.

probably because you only have 64megs of ram :P
USB mice round here come with a little adaptor that lets you plug them into a ps/2 port. don't get them over there? -
