I made svcd from my DV-camera. I used the highest constant bitrate 2520. As you can see there's a lot of clutter/blocks/pixelation around the seagulls edges. The seagull is moving fast. I didn't pan the camera but wanted the gull to fly over the screen.
What have I done wrong?

Your best solution would be to stop dicking around with SVCD and go with DVD so you can crank up the bitrate. However, if you want info on filtering, there's lots of ways to filter using lots of different programs. VirtualDub has a lot of good filters you can use and also has a frameserver built in that you might be able to use to feed it to your encoder. AVISynth is another. Which program are you using to encode your video?
