if u have a capture card that has tv out does that mean u can capture tv

No, it just means you can output your computer video (Depending on your card) to a composite output. (A TV with monitor input) However, if you have a composite in you may be able to input composite video, depending on your software and video card, and capture it to your computer.

I did a quick search for ATI All in Wonder 9600 and came up with zero. The AIW's are the only ATI Graphics cards capable of tuning in TV, they also make TV tuner cards. I didn't check thoroughly but I didn't see a TV in feature. So the answer is no the only type of video that card is capable of is output at least from what I can see.
If your looking to capture TV/vhs and quality is not a huge concern you can purchase a a cheap TV/composite/s-video capture card like the Leadtek TV2000 XP for about $50. There's others too, I reccomend that one becuase I have had some experience with it.
