Is their such a program that lets you transfer a DVD-5 to a DVD-5 without putting it onto my hard drive. If not, what program/guide will be the most user friendly to transfer DVD-5 to DVD-5 using my harddrive.
Thanks for your time.

Read errors. DVDinfopro shows no bad sectors on the source disk, and many toward the end of the target disk. It might be my setup, but if I backup the same movie from the hard drive I get no errors. Copying from a DVD+RW to a DVD-R on the fly results in these read errors that in turn cause the movie to stutter on some players. I see the best results reading to the hard drive, then burning from it.

You must go to your Hard Drive if we are talking about a store-bought DVD. Why ? CSS. You need a ripper such as DVD Decrypter or smartripper to remove this protection for alomost all pressed DVDs. Try the guide here.
If in doubt, Google it.
