converted movie from 25fps to 23.97fps

Ive had much problems with the audio being out of sync on a movie file.....Even when i tried to convert the vbr into cbr , it didnt cure it....

i made an interesting discovery......When i encode the movie to 25fps , it plays smooth but the audio runs progressively out of sync....However....when i encoded to 23.97fps , the audio was snapped tight all the way through the movie....BUT , the video was stuttery ( obviously )

My question is.....Can i resample the audio so it will fit with the original smooth running 25 fps version ???
