my freind has a standalone dvd recorder hooked up to his tv.what he does is hook his record player and burn his music to dvd.what my question is how can he convert the music he burned on dvd to cd.

Why dont he hook up record player to the computer instead, and record music in CD-compliant 44100Hz .wav files directly?
In short: to rip DVD's audio to CDs he need to:
1) extract audio tracks from VOBs
2) convert extracted 48000Hz audio files (usually in AC3 format or MPEG-1 Layer II) to 44100Hz .wav
check tools section for appropiate software.
