Get this program Size-O-Matic to resize your browser window to different resolutions and get an idea of what your webpage will look like at that size.
If you're wondering how to make your HTML "stretch and shrink" as the window is resized, there are many different ways of accomplishing this. This easiest and most common way is to use relative sizing for tables (percentages instead of exact pixel size).
The best thing to do is use Dreamweaver for a little while but study HTML code. Learn how to code not how to use a program to make sloppy code. Website's are very difficult animals. Resolution variances are only the very, very tip of an iceberg of variations your users will have when visiting your site.
