I have an NEC DVD-R/RW.
Can I make use of the 4.7GB capacity of a DVD-R, to make an svcd, that can old more minutes of movie on it?

No, but with SVCD2DVDMPG you can make the SVCD mpeg look enough DVD compliant to fool most authoring software (and player hardware) that it is in fact a DVD mpeg.
So, no you can't author a SVCD to DVD media, but you can use a SVCD mpg and author it as Video DVD (by running the mpeg thru SVCD2DVDMPG).
