I'm kinda new to this... here's the question. If I buy a DVD-ROM from Best Buy (in Florida), will it be able to handle a PAL DVD? Can a computer's DVD-ROM handle PAL and NTSC, or are DVD-ROMs limited by region? If I buy the PAL DVD, can I rip it and convert it to a VCD to watch on my stand-alone DVD player?

You will have to set your DVD ROM's region when you install it. It will then allow you to change it 3 or 4 times before it stays on one particular setting. There are Patches freely available allowing you to select your region at will. As for ripping, region is not a problem, you just have to check your fps (frames per sencond) setting when encoding NTSC or PAL.
