is it possible to rip the subs of a vcd and use them on a dvd?

No. VCDs do not actually support subtitles in the same sense that other formats do. If you have subs in a VCD it is because they are hard encoded, or in other words they are just another part of the picture. It would be like trying to take the hat that one character wears in the VCD, and putting it on a different character when making the DVD.
