Ignorant I realize, ... hopefully you'll spare me.

    .....
I am authoring a standard NTSC DVD.
Video was captured and contains 78 minutes audio and video.

I used Tmpgenc Plus to generate the .m2v file running the Premiere to Tmpgenc Frameserver. I exported the audio separately from Premiere.

When building the DVD using Tmpgenc DA, ... my file size (with minimal to none menus, chapters, ...) slightly exceeds the critical point where Tmpgenc DA tells me too much data to burn on one DVD.

Certainly, when I cut some 40 frames and the corresponding audio out I can get the tool to provide me a DVD containing some 70 minutes, ... but why am I so far from hitting my expected 120 minutes?

    Thanks

    Learn it, use it.

That number "120minutes" is based on a bitrate of ~4500. It appears you must have used a much higher bitrate. My guess would be you use something in the 8000+ range. The 120 minute thing seems to be appearing alot now on DVD blanks and confusing people. That number may apply to 'set top' units when they are using the SP mode (perhaps an owner of a settop unit can confirm this)

    Lower you bitrate.
Remember the following : Space used on DVD = bitrate * time

Therefore, in order to fit 78 minutes on a DVD use a bitrate of 7500 .
7500 takes into account audio @192 and a disk volume of ~4.3Gb (best not to write right to the edge)
