    Does VIDEO_TS.ifo file contain information regarding if the VOBs are PAL or NTSC?
    If so which program should I use to view it or which bytes contain the info.

    Or, is there a simply way to figure it out?

    Just open a .VOB in AVIcodec , if it shows the frame rate as 25fps it is pal.
    if not, it's ntsc.
