Ok I've been researching and the only thing I've found that can be adjusted for over scan is the titles, which in my case would be my DVD menus and Text related stuff.
I've read that to overcome overscan one can resize the video and add "balck bars" is premiere capable of doing something similar, like automatically, say check off a box that say "adjust for overscan" punch in some offsets value and all done? Or is this more complex then that.
I guess i can simply adjust the Menu's and related text stuff and let the Video do what it wants. But I hear that the alternative programs can do this (TMPGENC for example) so why wouldn't Premiere. I'm under educated in this area, so if some one can set me straight I'd really apprciated it. TIA

I do not own Premiere, but see if you can crop off the overscan. I do know in Video Studio, one could also make a black line overlay the overscan. I made the black line with MS Paint. Just my opinion.
