  1. so, here i've got an ntsc disc, but it was transferred from a pal source. so, while it is ntsc, it moves too fast. so, using mac software, is there a way to slow down the 29.97 fps video into a slower framerate without losing video quality and then back to ntsc to burn onto a dvd? is this even remotely possible? am i just talking crazy? do i have to deal with this speedy framerate, because i don't know if i can.

What's the audio like? Does it lose synch very quickly, or is it higher pitched than normal? If it's in synch now, it might be close to impossible to change the video framerate, and get the output to synch with the audio. If the audio is already out of synch, then changing the video from 29.97 fps to 25 fps might correct that problem. But if not, then you might just have to bear it, find an NTSC version of your content, or get a PAL copy, and find a setup that can play PAL.
I like systems, their application excepted. (George Sand, translated from French), "J'aime beaucoup les systèmes, le cas d'application excepté."

part of what you are asking is possible.

If you extract the DVD as one .vob file and demux it, run the m2v file through a hexeditor to change the framerate to 25fps and---

then, load each into dvdsp, to re-author, this will fix the sync problem, with no loss in quality... that is, if i am understanding your problem correctly. However your disc will still be PAL at this point.

To convert to NTSC, see the thread titled "REGION ENCODING ISSUE"
