Depends on the player. When I bought my CD-i player in 1994 I had to buy a Digital Video Cartridge to play Video CDs. Later on, to try to increase sales, the cartridge came with the unit - or the memory was built it.

CD-I players require actually have a hardware Mpeg-1 decoder which is why some require something called a "Digital Video Cartridge" the quality is as good as any dvd player and it supports vcd 2.0 through the software cd-i player that is part of vcd specs. However, I do not believe any freeware vcd disc builder includes a cd-i player (with vcdimager you specify external files).

You can download the CD-i applications for the CD-i Association website: http://www.icdia.org/
The actual files are here: http://www.icdia.org/sw_app/vcd_on_cdi_411.zip
