The way I am reading it is is there a good software out there that will rip the DVD and then use DVD2SVCD to convert it. If that is what you are asking, then yes. From my experience, DVD2SVCD's internal ripper will fail where other rippers will do the job, most noteably dvddecrypter (on the left). Another one would be smart ripper. All you will need to do is change the DVD mode to file mode in the (I believe) conversion tab (the one where you click to pull in the ifo file).
One of the options in dvddecryper is for movie only and it will rip ONLY the movie to the hard drive and then start up dvd2svcd, pull in the ifo file and let it do its thing.
On some of my dvd's that my son has got ahold of, dvddecrypter was the ONLY ripper that worked.
You asked about quality. There is not quality related to ripping to the hard drive, it either rips or it doesnt. -
