Playing PAL vcds on NTSC

Hey.
I've noticed people saying in their posts on this site that they can't use PAL vcds on their NTSC tvs/dvd players. My question is does that really matter?
I have a PROSCAN 32" tv I bought 8 months ago which is listed as an NTSC tv. I also have a Toshiba SD-3205 dvd player which is listed as region 1. I have been able to play all my PAL original vcds but I have't been able to play my PAL region 2 dvds. My point being shouldn't your tv (NTSC or PAL) play ANY vcd as long as your dvd player plays vcds?
I also have a Sampo DVE-620 which is suppose to have a PAL/NTSC converter which allows me to play my region 2 dvds(it does by the way), but I don't see any difference in the playback of vcds on either of my players.
I bring this up because I think there are people out there who think they can't play PAL vcds on their NTSC tvs and from what I see that is not true. If I'm mistaken someone please set me straight or perhaps provide an explanation. I'm sure people(including myself) would be interested in knowing the facts.

Many people make the mistake of switching there DVD player to Pal mode when playing Pal disks and are then finding that the picture is not watchable on their TV. The switch is for the type of TV you are using not Disk type.Most DVD players and nearly all sold in the last year or so auto output the correct output for TV type selected. Nearly all DVD players are set correctly for the country they are sold in.Schwinn
