I created the template with no problems, verified that the Steam type is MPEG-1 Video-CD (non-standard) but file is still too large when I try to use Nero to burn it onto a 80 minute CD-R. Any help would be welcome.

1) how big is the file?
2) you're burning as VCD, right?? not as DATA CD....
nero's (S)VCD templates using mode 2 burning allows you to fit nearly 800 MB onto an 80-min CD-R -
Just to let you know there is a version of TMPGEnc that had a bug in it, where even if you lowered the bitrate to create an XVCD the filesize would not decrease. I think it was version 2.59.

btw, just making sure...but you sure you have 833 MB file?? 833,000 KB isn't the same as 833 MB....
