The technolgy is not really up to the task of implementing a system like that yet. It sounds like a rushed act anyway, just like all the other acts they introduce to try and police the internet. They are nice ideas, but the reality is that they are not possible given a real world situation.
It can only be done for snooping governments, they can accomplish anything just to oversee what their citizens get up to.
