I have some movies which under the picture frames are translated text in varous languages. Is it possible by help of a software to erase these texts without damaging the original movie quality?

If it's low enough, you can blank it out without losing too much of the picture. I use TMPGEnc, and under 'Crop' I raise the bottom border a little. Of course it's a trade-off, because you do lose part of the whole picture. It's a judgement call, but if it's at the very bottom then it should work well. (Also, you can preview the output before converting.)

Vdub is good at this also
Try Logo away, might be better than a crop, you can use it over and over so have sevral single filters to block out diffrent parts of the movie.
