When encoding to a DVD or SVCD in either Premier 6.5 or Ulead Mediastudio there is an option for VBR (and jus selected ave bitrate) but i dont see anyoption for number of passes...would the best alternative be to framserve to tmpg or is there a setting in either of these progs which would allow me to do more then 1pass

Frameserving won't help you because the encoder has to know it is doing more than one pass in order for this to be of any use.
