DVD2SVCD CD size too big

When I try and do a DVDRip, It creates 3 CD images but the last one is about 850MB and doesn't fit.
I am using CQ settings with TMPGEnc

Can anyone tell me why it doesn't fit onto 3 CDs or stretch it to 4?
