Despite DVD media and CD media looking quite similar, they are quite physically quite different. If you do a search for the DVD and CD FAQs, you have more information than you'll ever want to know about the two formats.
A CD drive will NEVER read a DVD disc. DVD drives, however, are designed to be backward compatible with CDs. Thus, a stand-alone DVD player will almost always play audio CDs (and S/VCDs) and a DVD-ROM drive will read CD-ROMs.

Just so you know, DVD-ROM drives are pretty cheap nowadays. You can get the 16X Toshiba sd-m1502 (one of the better ones out there) for ~$49 (~$60 including shipping). Just go to http://www.pricewatch.com and do a search for "sd-m1502".
