I have a Hauppauge capture card which I am using to capture old VHS tapes but their quality is terrible.
I am considering buying the following http://www.amazon.co.uk/exec/obidos/ASIN/B00008K7YF/ref=pd_qp_h_4_1/202-8394423-6433425
but I don't know if my system is poweful enough to run it.
I have a Celeron 1000 Mhz Processor and 245 MB RAM (I am short of 10 MB RAM on the system requirements but that will be no problem, it's the processor I am mainly worried about)
I need to know if I should buy it as I need to be sure.
Any advice would be great.

If it was me, and just me...
no.
A system that just meets a system spec is dicey.
Plus, I haven't heard good things about Pinnacle hardware.
If all you're interested in is capture then if your system is up to it I'd suggest ATI.
Oh, and update your comp. profile

You are probably right.
I have found this one instead, which I think is better:
