I encoded a 90 min movie to fit on a cd with TMPG using vcd non standard. It plays perfectly on my computer but after it is burned to cd the video and audio speed up at various points in the movie. I tried it with a another movie and it did the same.

What DVD player do you have, perhaps it cannot play XVCD's correctly, or are you saying that it plays like this on your PC when burned to disc.

Are you using Nero or one of the other "commercial" packets to burn the cd? I heard that Nero pads a non-standard vcd, which could be the cause of your problem.
Try using a 'VCDimager'-gui instead (like VCDwizard)...
