Try TSCV from http://www.ttool.de. With this program you can create "chaptered" (S)VCDs. You'll need VCDImager as well. Both tools are freeware.
Another option is cutting the MPEG in clips. These clips can be added to your VCD project in your burner software. When playing such a (S)VCD the player will pause for a second between tracks. This is annoying when the MPEG is a movie but may be acceptable for concerts. The first method with TSCV and VCDImager plays seamless from chapter to chapter.

hi thanks you guys, but now that i separate the video in chapters what i must do to burn them on cd??
thanks again -
If you use TSCV and VCDImager to create chapters, VCDImager will create a bin/cue image. Such an image consists of a .bin file (the actual image) and a .cue file (contains some info on the .bin file). Here's how to burn a bin/cue image:
http://www.vcdhelp.com/burnbin.htm
When you create chapters by cutting your movie into clips, you can drag the clips into your VCD project in e.g. Nero.
