    Do you have QUICKTIME PRO?
IT will play the file...then you can go to the file menu...go down to the EXPORT

now use the pull down in the window that comes up to selct the NEW FORMAT you're converting to
    MP4 can become .AIFF
    MP4 can become .MOV
    MP4 can become .MPG
make sure to set advanced to high quality settings (44 or 48k and 16bit)

if you're going for VCD and you're here in the states the settings are
    MPEG 1
    352x240
    29.97fps
    44KHZ @16bit
any bit rate at that sample freq but 224kbs is "almostCDQUAL"

But to have the export to mpeg option you need to have TOast Titanium installed. This will allow you to export as a Toast Ready VCD.

And TGPO...this person's probably trying to reuse his friends files on a PC...and you can't ouput MPEG from Quicktime Pro on a PC (because as you pointed out, you need TOAST TITANIUM installed for the VCD choice to appear on the QUICKTIME MAC PRO export menu)..
and on a pc ..nothing that I know of allows QUICK TIME TO EXPORT MPEG 1 or 2 directly...On a MAC, am I right If you have DVDSTUDIO PRO..you get MPEG-2 from QUCKTIME PRO AS WELL?

I tried on the PC to convert an MP-4 (A QUICKTIME MPEG-4 MOVIE)--
    No Luck
No PROGRAM ON A PC..except QUICKTIME can read this format
(ISN"T THIS REALLY the only true mpeg-4..all the others like DIVX and Microsoft V1 are really altered MPEG-4 'flavors'..not the real thing?)

So ON A PC..I'D EXPORT The MP4 to an uncompressed QUICKTIME MOVIE, in QUICTIME PRO for windows-then take that movie into PREMIERE or VEGAS (i think it accepts uncompressed qt) and make my VCD ..Whew!
