How do i convert an m2v file to a mpg or vcd format?

M2V and MPV are video ONLY mpeg formats. Normally there should also be a MP2 or MPA audio ONLY mpeg file to go with it. You can then mux the MPV + MPA -> MPG w/ bbMPEG or TMPGenc (look under File | MPEG tools).
If you don't need, have, want audio then you can just re-name it to *.mpg (in theory). -
i tried to rename the files and they worked BUT tmpgenc gives an error every time i open the file to convert it to a vcd to be able to play on my dreamcast

toast won't do wav, so using mpg file instead of m2v file gets round that?
