    I wanted to know is there a program that tells you what format a vcd
    is in?
    I've searched already and found converting from PAL to NTSC but nothing
    to tell you what you have ( downloaded vcd's )

    I think your burning program should tell you. Also, a modded version of VirtualDub will also tell you.
