How do I change the frame rate of an avi file from 23 - 25 fpos

It´s a bit tricky but you can change
the framerate for the video in VirtualDub
and for the audio in GoldWave"I´m not popular enough to be different" -

You can also use Goldwave to shorten the audio. -
Easiest (?)way is to use AVIFRATE which lets you set the frame rate to whatever. Beware of audio sync issues tho... Let's say that you go from 23 to 25 fps:
The movie will play a little faster.
Before changing the frame rate, extract the audio as WAV.
Apply the frame rate change.
Load your wav in either WavWorks (a dedicated tool for this task - fast and easy!) or in GoldWave. In GoldWave, use time warp, and change the dutartion of the wav to 23/25 (=92%) of its original duration.
Use this new, shorter wav in all your future edits involving your new 25 fps AVI.

23fps?....do you mean 23.976fps (NTSCfilm)?
If this is the case you need to multiply the length of the original WAV by 0.95904 to get the new time to stretch to with Goldwave or similar. -
The actual frame rates doesn't matter - if you understand the principle. But you're right - If it was 23.976 fps that's going to be converted to 25, then use 23.976/25=95.904%
