If my source is NTSC and I want to burn a disc that will play in the UK, do I have to change the specs to PAL and that region? Or can I make the disc in NTSC and all regions? thanks

please be more specific
what format is your source? Divx, MPEG?
What is your target format? VCD, DVD, Divx? -
DVD players are pretty hearty machines, and can play both PAL and NTSC discs worldwide, provided that the discs are multiregion, or region free. It's the television monitor that needs to be capable of handling NTSC and/or PAL signals. Most moderately-priced televisions manufactured and sold worldwide after 1994 can display NTSC and PAL pictures. This is mostly due to the fact that these electronics are produced in PAL countries but being shipped to the largest markets Japan and United States, both NTSC countries. Why is this repeatedly an issue? It's old news!
