Is there a way to re-encode a video file into MPEG-1 for VCD so that the quality may be slightly lower than desired, but in order that it will fit onto one VCD?

Actually, there is quite a bit of information in the How-To section. This is a common request. It has to do with tinkering with encoding parameters. Success often depends on what standalone DVD player you are using. If you do a search for "fit" you will probably find lots of info.
