Ok... does this screen mean that I am trying to play a DVD from another region?? Well if it is, I have a problem. One two different occasions, I backed-up a DVD and got this message when I went to play it. The originals are region 1. I used DVD Decryptor to rip the files to my hard drive and compressed and burned with Instant Copy 7.
Any Ideas??

Ok.... I'm open to any suggestions. At what point do I do that when backing up? I'm still new to all of this and I only have used DVD Decrypter and Instant Copy...

DownLoad IFOedit (FREE)
Before you burn the disk, open up IFOedit, load in the VIDEO.TS.IFO, press the REGION FREE button, SAVE it. DONE.
Now all the region code's are GONE! Yippeeeeeee....

Well you skipped a few steps but that's the basic idea:
1) Rip full DVD to HD (smartripper choose backup mode, for DVD Decrytper choose file mode and select ALL the files)
2) D/load and install IFOEdit (http://www.ddom9.org). Run IFOEdit and open the VIDEO_TS.IFO file
3) Click on 'make region free' and choose save (to over write the original IFO file)
4) Re-burn the VIDEO_TS folder to a new DVD-R disc. -
Thank for the replies. I will try that on my next backup. On another board, I asked the same question and someone didn't recommend me to do that. Does anyone know why??? It's worth a shot... wouldn't hurt. On my last 2 backups though, everything went fine...

You could use IFOedit....Smartripper has an option to rip the file as a region-free. No need for IFOedit.

This is not a "region" issue. It is a deliberate mastering error on the original DVD (let me guess - this is an MGM title?).
IFOEdit is what you are going to need to use, but you'll have to find the error (done this myself more than once).
There is a way to verify this. Just play the VIDEO_TS.VOB file's first VOB_ID. If I am correct, you will see the screen shot of your error message. -

I have the same problem..
But even patching all the IFO with region free doen't help-this is an "RCE enhanced message"-not the original region encoding we're used to removing at all!
because using first SMART RIPPER in region free mode then DVD DECRYPTER tools
to individually free each ifo and then IFO edit to make these region free ifo region free again and then fix the .bup backups(only ifo edit does this)
the disk will now play MENU only..That is- the RCE 'incorrect' region message is gone, but the DVD still won't play off the harddrive..instead when ever you hit play,the menu loops endlessly..
Now this is no longer a problem fo me 'cause any title that doesn't get region freed or playable with the regular tools goes to INSTANT COPY by PINNACLE and in its numerous proccesses it make the DVD VOLUME with RCE playable
