I have found that most of the authoring programs use a 1 dimensional means for ordering photos and/or videos. This works pretty well for a few photos, but not for a large number.
I found that ACDSEE works very well for this purpose. You can sort on a 2D contact sheet layout and then rename the movies and photos.
Then you can just drag them onto Nero (VCD) or into the timeline on Vegas or other timeline based content authoring programs.
In addition to mass renaming you can easily flip, change the exposure etc on the images. This has cut down on the time it takes for me to compose a video that is a collection of movie clips.
