tooLAME 02j was released a few days ago (the first new release in about a year and a half). And now, a few days later, 02k is released with some bugfixes to 02j.

It looks like it should compile just fine on any reasonably UNIX-like platform. There is a version of 02i for Windows floating around that was compiled with Intel's optimizing compiler for faster encoding, but I don't think one is available for 02k. However, there is a cygwin32 build available on the home page.
Changes since 02i listed on the home page:
- File size for reading from stdin is now unlimited (used to stop at 4GB).
- The end of the bitstream is now fixed such that two mp2 files can be concatenated together.
- The DAB extensions now require an explicit size argument.
- Fixes to the psycho_1 model have hopefully stopped the crashing/segfaulting in this mode.
- A combined window/filter subband has given a speed boost.
- Reading of raw PCM files is now fixed to no longer skip the first 40 bytes.
- VBR mode is now stable. Read all about it. To summarise: to get a good range of bitrates, either use LSF (24/22.05/16kHz input will use a range of 8 to 160kbps) or 48kHz input (bitrate will range from 112 to 384kbps). For 44.1/32 kHz input, the bitrate can only vary within the range 192 to 384kbps.
- Lower sampling frequency (LSF) encoding now works with psy model 2
- 'talkativity' switch to control the messages that are output
- Speedups: small changes to psycho_i, psycho_ii
- Bugfix: better WAVE reading, default LSF bitrate correctly selected

I use toolame all of the time. Do you know if TMPG would have problems with it if set as a environmental varialble ?
Also, I sometimes use the toolame GUI. Do you know if that has been updated.

I have been using toolame as my external layer II audio program in Tmpgenc for quite some time and it works great for audio conversion from 44.1K to 48K.

toolame works fine as an external layer-2 encoder in tmpgenc, though I haven't used the newer version yet. toolame doesn't do 44.k1->48k conversion, ssrc is the main tool for that.
toolameGUI is written by somebody else altogether, it probably hasn't been updated. But since it just runs the command-line toolame and the format of the arguments hasn't changed I imagine that it would work as well with the newer version as it did with the last.
