I have been looking for about 3 months now to do the same thing. (no money yet,)
i have yet to find a stand alone PCI card that Out puts the video signal. unless you go pro- ( the stuff the news stations use, puts in the thousands of doller range)
I would just upgrade your video card to a min of a 64mb card.
dont worry about if the card only has S-video out put you can buy a S-video - Rca converta for about 10 bucks.
you might also want to consdier consladinting some of your other cards, like getting a video card that has built in fire wire, tv card ect..
good luckI know Everything about nothing, And Nothing about Everything. -
Get your self a second hand Matrox G450 32 meg PCI card...
I`ve made a "mediabox" with Matrox G450 32 meg AGP, and I use TV as the only "monitor"..Matrox`s dvd max is brilliant...

ATi makes a number of TV out cards. The All In Wonder (AIW) series also include a capture card.

The ATI AIW 8500DV does everything you could possibly ever want to do.
Analog and Digital importing, dual monitors, analog and digital exporting, tv tuner, and surround sound output.
P.S. the capture card is extremely compatibale with many software titles -
Sure...
The picture quality on Matrox tv out is good...When I play a dvd, I cant see any difference between this way of outputting it to tv and my standalone player, but I mainly use this "box" to play divx, xvid and svcd`s..
