PAL DVD's to NTSC SVCD?

I have a PAL format DVD and i was wondering if it is possible to rip the PAL DVD using a DVD ROM and converting it to a NTSC SVCD?

First of all, will the DVD ROM read both NTSC, and PAL, or just NTSC?

Second can a PAL DVD be converted to a NTSC format SVCD?

Why would u ???? just convert it to a pal svcd and it works an any dvd player that is capable of playing svcd cds, I used to convert from pal to ntsc svcd but not anymore, it works without any problems, try it first and see if it works for u...
