When I author my SVCD's I add 2 or 3 MPEG stills to the front of my movie.
What is the best way to one fade out as the next is fading in?
I already have Cyberlink Powerdirector Pro 2.1
And also,
what method should I use to have audio on the stills?
Please just direct me to tutorials if they exist.

The only way to have fades is to just make an mpg program stream. You could use any video editor that supports fades. This would be quite easy to do in Adobe Premiere.
The downside to this is that you will only be able to use 480x480/576 resolution if you want to make a compliant disk.
Its the same way for stills with audio. The only way to be compliant is to just make an mpg program stream and author it as a moving menu as opposed to a still. You can do this very easily with TMPGenc. Load your bmp or jpg as the video source and then load your audio as the audio source. Load the SVCD template and adjust the bitrate, you should be able to get away with a pretty low bitrate, and hit start. It will repeat the single frame for as long as the audio plays.
