I need Help!!

Well, basically I'm new to video editing and recording and stuffs. I'd like to get some answers to the following questions:
1) Can i record VCD/SVCD on a 4gb re-writable dvd disk, using a cd-rw unit?
2) I was burning a mpeg2 file onto a 650 mb normal rw cd and i used tmpg to encode the divx file into mpeg2, and i created a 47 min. file which had 648 mb and could fit on the cd rw. Then i burned it using nero, into a svcd but when i got to my tv room to play it on my dvd, it stopped on 29 mins. mor or less. Why did that happen if i recorded a 47 min file?? I couldn't watch the whole file because my dvd display told me the file only had 29 mins. What can I do?

2/ Does it play for the full 47 mins on your PC

Yes it plays 47 min on pc but not on dvd player, although when i played it on Power dvd, it was like the seconds would jump from 2-5 or something crazy like that.
