I rip with smartripper and use dvd2avi (with force film option). After that, I use tmpgenc to convert to mpeg2 svcd. The picture is great but when there is movement, the picture seems to flicker a lot. I've tried many settings but the flickering seems to still be there, what am i doing wrong? Does it have something to do with 3:2 pulldown or inverse telecine. I use 2pass vbr with average of 1780. 480x480 res, 23.997fps, and 4:3 display.

It seems to me your going the long way around things here ! Why not try flask with the cinemacraft plugin, this way its just two steps. Rip the vobs load them into flask choosing svcd and flask it Voila an SVCD in two easy steps and in about half the time !
