The above question makes no sense. VCD is a video format, CDR is a media format. You can store a video format on a media format, but this is not converting.
If you mean how do I author and burn a VCD to a CDR, then use Nero or VCDeasy. See the how to author guides. -

What i've got is data file traped within a vcd file (virtualdrive was used to create the file) trust me this is compleatly possable as i do it all the time. I used this to create a copy of a game i have (i do this for virtualy all my games so that i don't have to have the cd's to hand for playing them) But now a patch has broken the game and i can't find the install media anywhere. so i was looking at turning the vcd back into data burn it to a cd and then it should all work.

Are you even talking about Vcd (Video compact disc)?
If you want to burn the cd image onto a cdr then mount it using Daemon tools or VirtualDrive or whatever and use the copy disc function in your favourite cd writing software. Alot of cd writing software will allow you to burn the image without having to mount it also.
