tmpgnec advice neded?

when using tmpgnec the picture can sometimes be a bit jerky, i think this is down to the frames per second issue, i live in the uk, and am wondering how to solve the issue, and keep the same aspect ratio? if i am correct i need to have my films in pal(25 fps) but if the film i have downloaded is 29.97fps, how do i alter this to 25, sorry if this doesnt make much sense

If your downloaded movie is NTSC (23.97fps or 29.97fps), try converting it an burning it as NTSC. Most UK equipment will happily play NTSC movies, if they didn't then region coding and all the hassle of making DVD players region free would be much less of an issue!
