Capturing Hi8 with USB to computer loses picture quality. The frames are jumpy and not as clear as the tape playing on tv.
The camera is a Sony trv-608. The PC is a 2.6 ghz p4 with 512 meg of ram.
I'm getting a new ATI AIW 7500 soon. Can I expect to see an improved picture using the SVideo-In capablity of this card?

umm, does it have firewire? Firewire is best
USB Is crap for video transfers.
Yes, S-Video will look much much better. -
I'm not an expert in capturing but USB (1.1) doesn't have sufficient bandwidth for high quality capture. The higher bandwith of the Radeon card will allow better quality captures.
If the camcorder has a S-video output using that rather than a Composite output should give better quality as well.
