Any help would be great, as I am looking for a quick way to copy a dvd to a vcd. All my dvd's are 3.9 meg ++, and my formatted vcd only has 3.5meg avail.

This could be the solution - check it out
http://www.inet.hr/~mirebic/dvdx.html -
CD-R -> Nero -> Select the junk you have not used in the last 6 months -> Burn 600 megs off the HD -> Delete all files just burnt from the HD -> Problem solved.

BTW, Id like to learn how to rip a DVD to a 3.5 meg file for VCD, pls post details....

What "formatted VCD" has 3.5MB available ?
Don't we all wish to have this kind of VCD disc. MUST BE A MIRAGE.
