  1. Does a vcd have to be a dat file? What program makes mpgs into dat files?

  2. A VCD is not a CD-ROM.

    If you author a VCD correctly, the MPEG files are represented on the ISO filesystem as "DAT" files.

    You will need a VCD authoring program.

    I recommend VCDEasy ( http://www.vcdeasy.org ).

    Alternatively, for something simpler (i.e., less options), try the "VCDImager" option in GNU VCDImager Tools GUI: http://www.michaeltam.com/vcdimager_tools_gui.html

    Nero can do it too.
