  1. ok i live in the US.....and my DVD player only supports NTSC

    i have read through so much and have to ask now....

    i have several MPGs in PAL format 352x288 25fps and i HAVE NO CLUE how to convert them to NTSC VCD to play on my TV with TMPGEnc....
    what do i select for ratio etc etc??????....do i have first change the fps????

    i am really lost......seriously.

    please do not post a link to a guide....i have searched and searched through these forums and read all the guides....maybe i am slow i dotn know..but those guides do not help at all...so PLEASE soemone explain it in normal language.

  2. 1. Download TMPGEnc from TMPGEnc.com
    2. Open it
    3. Click the button open (the one next to setting button)
    4. Select VideoCD NTSC
    5. OK, OK, OK , OK , OK .... until you are on the main page
    6. Select open source file and select your pal file
    7. Press Start
    8. You have a MPG NTSC file, now you can burn it with nero...

  3. As far as I know there are three possibilities:

    1.) Open the MPEGs in VirtualDub, change frame rate to 23.976 fps, add a resize filter (NTSC VCD has to be 352x240), frameserve it to an encoder and re-encode the video. You can find guides on how to do that on VCDHelp or Doom9.
    Then change the playback rate of the audio stream from 1 to
    (25/23.976)=1,0427. This can be done with GoldWave (extract the MPEG audio first). The problem is that the movie is a bit slower, but you will probably not even notice (I haven't tried).
    2.) Some expensive software should be able to insert interpolated frames (or cut out frames) at certain intervals to bring it to 23.976 / 29.97 fps. But the results aren't too good, I think.
    3.) A combination of a TV Tuner/Capture card and a VERY expensive
    external PAL->NTSC converter can do the job. Feed the video from your TV-out to the converter box and from there to the capture card.

    I've used this method, it works just fine. I used avisynth and besweet instead of virtualdub and goldwave, though. Read the guide at http://www.vcdhelp.com/forum/userguides/78178.php.
