When burning vcds on dvd why does the audio have to be converted to 48khz instead of just leaving it at 44khz.

Because when a DVD players reads DVD media, it expects 48khz audio (it's part of the DVD specs). Some players will play 44.1 anyway, but it's not guaranteed to work.
