Hi. It's probably been asked before, but their questions were about ripping. I was wondering if anybody knows of any programs which can create Subtitles from scratch (i'm guessing there's some kind of timecoding involved etc) then to have another audio stream but that seems simple enough.

bbmpeg can multiplex to SVCD with dual audio streams.
Use Sub Station Alpha to create subtitles. For permanent subtitles you can use the SSA file itself as input to a subtitle filter in avisynth or virtualdub.
For selectable subtitles you would need to convert the SSA file to submux format and use WinSubMux to add the subtitles to the MPEG.
