Hi all. I only need to fit 2 minutes of video onto a videoCD. I would like to obtain the highest quality, as it is my company's demo reel. Any suggestions? Will the 4000 CBR setting work for a videoCD? Is this a case of RTFM, or is it a bit more than that?

A VCD has a bit rate of 1150kb/sec, not more and not less!
If you want to make a non-compliant disk, then you can do whatever that will play in *your* player, without any guaranty it will play in any other player. If you want the highest quality, make a SVCD at 2520kb/sec CBR.
With a bit rate of 4000kb/sec, you're making a mini-DVD, that will not play on all DVD players.
